Section 1. Title
This Act may be cited as the Digital Literacy and Responsible Media Act of 2027.
Section 2. Purpose
The purpose of this Act is to promote responsible online engagement, protect vulnerable populations from demonstrably false or harmful content, and improve digital literacy for all Americans while preserving the rights guaranteed by the First Amendment.
Section 3. Definitions
Digital literacy – The ability to access, understand, evaluate, and responsibly create or share content online.
Minor – Any individual under the age of 18.
Misinformation – Verifiably false or misleading content that could cause tangible harm to individuals or society.
Platform – Any online service that hosts or distributes user-generated content to the public.
Section 4. Responsibilities of Online Platforms
Platforms shall implement transparent measures to identify and limit the spread of demonstrably false or harmful content.
Platforms shall provide clear reporting mechanisms for users to flag misinformation.
Platforms shall develop educational resources for minors and guardians about online safety, misinformation, and responsible media use.
Platforms shall submit annual reports to the Federal Communications Commission (FCC) on content moderation and educational initiatives.
Section 5. Education and Media Literacy Programs
The Department of Education (DOE), in coordination with the Federal Trade Commission (FTC), shall establish age-appropriate digital literacy curricula for minors, focusing on evaluating content, critical thinking, and online safety.
Public libraries, community centers, and adult education programs shall provide digital literacy training for individuals aged 30 and above who wish to improve their understanding of online risks, misinformation, and media safeguards.
Programs shall include guidance on responsible social media use, recognizing misinformation, and reporting harmful content.
Grants and funding shall be available for local organizations and institutions implementing digital literacy programs aligned with this Act.
Section 6. Public Awareness and Support
The federal government shall fund campaigns to increase awareness of misinformation and promote responsible online behavior.
Resources and toolkits shall be made publicly available to assist families, educators, and community organizations in fostering critical thinking and safe online habits.
Section 7. Research and Assessment
The Department of Education and FTC shall jointly commission studies on the effectiveness of educational programs, content moderation strategies, and the impact of misinformation on various age groups.
Results shall be published publicly every two years and used to refine and improve the programs established under this Act.
Section 8. Protection of Constitutional Rights
Nothing in this Act shall be construed to infringe upon the rights guaranteed under the First Amendment. All policies shall balance the protection of vulnerable populations with the preservation of free expression.
Section 9. Implementation Timeline
Platforms must comply with Section 4 within 12 months of enactment.
Educational and public awareness programs must be operational within 18 months of enactment.
Ongoing evaluation and reporting shall continue annually to ensure compliance and effectiveness.
